Security and defence decision-making is increasingly shaped by the intersection of technology, geopolitics, and dependency. In this environment, organisations need more than trend awareness. They need disciplined analysis, strategic context, and the ability to identify what is changing before it becomes unavoidable.
Dr Valtteri Vuorisalo has joined XD Solutions as a Strategic Advisor.
Valtteri serves as Professor of Practice in National Security and Security Policy at Tampere University and Visiting Professor at King’s College London, Department of War Studies. His background combines academic work with practical experience advising governments and industry across defence, technology, and consulting, particularly on questions linked to security, sovereignty, and long-term resilience.
In his role at XD Solutions, Vuorisalo supports the team with foresight, strategic clarity, and cross-sector dialogue. A central part of his focus is the growing overlap between civilian and defence technologies, and the operational and strategic consequences that follow.
“My aim is to help clarify what’s really changing, where surprises emerge, and how we can build compatibility in a world no one fully controls.”
Vuorisalo’s work is grounded in the reality that no single actor can address today’s security challenges alone, and that collaboration increasingly depends on understanding the digital layers of dependency that shape both capability and autonomy.
“Finland can’t afford to play catch-up. We must innovate in how we work together across sectors, borders and mindsets, not by discarding the old layers of dependency, but by recognising the new digital ones being built on top.”
